I've seen some oilwell firefighting equipment with a jet engine mounted on a truck frame, but there is no protection for the driver on this thing.

My guess is runway snowblower/dryer...

An alternate view of the engines in fabricated brackets.  Why would they convert this many jet engines to blowers?  Wouldn't firing up a jet engine push that truck around/tear it off that home-made platform?

Probably because they are used to having to operate with insufficient funding, parts and old equipment that should have been retired two decades ago.  So you dig around the junk heap looking for what you need and Rube Goldberg a solution.

I remember many years back, I hated that "invention" - they were deployed early in the morning after heavy snow fall to clear major roads in the city (I lived in St. Petersburg, Russia). It was very effective, but was making a hellova noise that would instantly wake you up.
