They provide a service to protect things under federal jurisdiction.

ETA: And they are part of DHS.

They have jurisdiction at and around federal buildings and facilities managed by the GSA.

I see their vehicles parked outside near federal buildings in my area. I have literally never seen one of the human "officers" nor have I ever seen the vehicles move. I don't get the impression that they do a whole lot other than sit around and glance at a camera feed between Whoppers.

They're sort of a catch-all for federal agencies that don't have their own separate police/security forces.

On a Saturday while escorting a contractor in a .gov building we opened an alarmed door by mistake. I silenced the alarm, called the security company and got the go ahead to reset the alarm. Four hours later we were eating lunch, the FPS bozos show up wanting to know about the alarm. I said what alarm, they said the one that went off at 8:30...

Yeah, the FPS goobers are not too high speed. The CSOs at federal courthouses (who are U.S. Marshals Service employees), however, are on top of their shit.
