Pick any random sub-Saharan African country, nuke the living hell out of it, and in 5 years it would look exactly the same as before you started.
As far as 1st world countries, the US could probably absorb the most nukes before collapsing into a Mad Max situation. There is still a lot of cold war era redundancy built into our communications, banking, and electric grid that most people are unaware exists. We could literally lose several major cities and carry on close to business as usual after the panic and dust subsided. |

China, they are still the closest to having lived in stone age conditions.

In terms of nuclear powers Russia has the most empty space to nuke but they also have their population fairly grouped together in the western part of the country so I guess it depends on how the nukes are targeted

The United States would collapse pretty quickly from social unrest if a couple cities were hit. (People would flee the cities in droves going… where? Then our own people burn our partially deserted cities down. Government checks stop coming, drug addicts can’t get their fix at the pharmacy. People can’t get medicine. The whole country would collapse in short order.) |

We have over 20 cities with one million+ populations, and over 50 with 500,000 plus. Our population is much more evenly distributed compared to a lot of countries like Russia or China. Also, one aspect of centrally planned economies (China and Russia again) is that they like to build one giant factory or focal point for all of the shit they do, i.e., for a long time in the USSR there was only one (one!) fucking ginormous factory that made batteries... In America, we have a lot of smaller factories and control centers for stuff like communications and production. Also, we have more miles of paved roads than anywhere else in the world, so it would be relatively easy to start from scratch in an unscathed area, say, Bumfuck, Nebraska that is right next to I-80. |
