When shoping for my youngest son I bought a 3 lb chub of 80/20 ground chuck at the local WAl Mart.
He livies alone so he can skinp on the beef somewhat.
I got the chub home and in the prep. to section it out I out it on my scale. It was only 2lbs 12oz.
Indiana law says if you package at a net weight it must be at least that.
Try to contact Wal Mart customer service on a weekend.
The "acting store manager" was zero help.
Looks to me that Wal Mart is selling short, 4 oz is nothing unless you think in the quanity they sell.

Exactly, they must of forget the 4oz of solution they pump in the meat.
ETA: Also when the Butcher Dept (TX IIRC) voted to become Union some years back they went with all pre-packaged Meat.

4oz is nothing? That's what $.50 at $2lb a pound. I'd be pissed.

Now how do you know it's really 80/20 and not 73/27?

I'd buy a few more and weigh them to see if the package you purchased was a one-time occurrence, or if this is a regular practice.  If you find more, report it: http://www.in.gov/isdh/23288.htm
