Never knew they existed.  Are they some self-appointed quasi-militia type thing, or a real legit organization?  Seems they don't have police powers, just do stuff like parking lot direction at fairs and stuff.  Weird.

They seem a legit organisation.  Arizona has something similar.  Probably a Western (as in old west) thing.  The only ones that seem to have made it fully without becoming a volunteer type thing is the Texas Rangers.
They seem to be the law enforcement agency equivalent of State Defense Forces, which ar volunteer state military forces. State only (not subject to federal call up) militia, usually answering to the State Adjutant General.
