Procedurally, there is a period of debate before a bill is voted on. There is an intermediate step where a member or the leader calls for a Cloture vote, a vote to suspend debating the matter at hand, and bring a matter to a full vote for passage or refusal (in a second / following bote. Reid / DREAM act failed to secure enough votes for cloture, which means it can't proceed to a final vote. The senate essentially balked.

McCain got scared that he would lose his primary earlier this year so he had to change his tune and then got called a flip-flopper which he denied. If he would have flipped again he would have been called on it big time.

Grahmnesty is in fear of a primary challenge in 2012 I believe. He already has a target on his back and the Tea Party is loading their guns to take aim at him.

Wonder if Dirty Harry is going to bring it up for another vote every month.
