Maybe...or not...not everyone reports to the UCR...and maybe the Bureau has a reason to 'manipulate' the actual reports. Wouldn't be the first time.

It's pretty easy to have a drop in crimes when Alabama and Florida aren't even on the charts, and Illinois under-reports it's crimes.
In 2010 Florida wasn't on the tables, in 2011 it's Alabama and Florida. |

With the inaction of DHS grants to State and Local LE's to "fight terrorism", state and local .gov's no longer have to report every crime in a fight to win .Fed dollars.
Hence, reported crime rates go down. After all, who wants to advertise their city is a shit hole if they don't have to. |
