New Mexico is in the process of developing implementation rules for its CCW law.

Though not in the legislation the Dept of Public Safety is requiring the applicant to pass both a written test and an actual qualification course.

Are any of you aware of any other state(s) that have these requirements for a carry permit?

NC requires both but they spoon feed you the test. As far as the live fire It was a joke. Anyone who can't Qual really shouldn't be carring.

I have a co-worker who has a Texas license and he said they had to range qualify.  You Texans correct me if he lied to me.  Many states require certified training courses in lieu of written and range tests and many states accept DD214 as proof of firearms profiency for vets.
