I live in IL and am selling a rifle to a guy in IN, and he was wondering if he could just come and pick the rifle up from me. I know it's legal for him to come and buy from a dealer in IL, but is it legal for him to buy from a private party (me) across state lines? If anyone could help or point me to specific statutues, I'd appreciate it.

No.  Interstate transfers must be done by an FFL.
