How do you figure they are circumventing the Constitution? The Constitution just says you cant prevent anyone who is 18 or older from voting.

It is a very liberal town so they will continue to vote the way they normally would. The issue at hand is when an area that is fairly evenly split politically have the leftist use this as a precedence to do the same it can dramatically change the landscape. It is even another avenue for voter fraud.

It is not unconstitutional, it is for local town/city election. If it were for State office it must follow state election law. In Maryland, counties and incorporated cities/towns are creations of the state, the state is supreme.
