For one thing, that is a lame ass picture of him.

Second his seat to way too short.  You are supposed to adjust your seat to the length of your leg fully extended with the crank at the bottom of it's rotation.

It's one thing to ride a bike like Lance Armstrong, it's another to ride a bike like a guy who walked by a window at a store and thought, "You know, this could be a good photo oppurtunity for me..."
