When Bolton was Undersceretary of State for Arms Control, he single handedly shut down the UN and IANSA's attempts to backdoor England/Australia style gun regulation on the United States by refusing to agree to key points of the 2001 UN Programme of Action on Small Arms and Light Weapons.
