"If Saddam Hussein is unwilling to bend to the international community's already existing order, then he will have invited enforcement, even if that enforcement is mostly at the hands of the United States, a right we retain even if the Security Council fails to act."


The final UN Security Council resolution, unanimously voted on by all 17 nations stated that Saddam failed to abide by the cease fire agreements.  

And I don't want to even get into his comments about us going at it alone when he not only condoned it, but actually foresaw it
