I skimmed it.....wow well lets just hope their scenarios do not come true.

The scenario is titled "Lock-Step", says it all.
"But more authoritarian leadership worked less well - and in some cases tragically - in countries run by irresponsible elites who used their increased power to further their own interests at the expense of their citizens." Ouch, I totally see this happening if we allow these scenarios to come to fruition.
