What this system really needs is for 1/3 of legislators at any given time to have more to gain from the guy that gives them the next job than the people who gave them their current job.
Plus it would prevent any legislator from outlasting career staff or bureaucrats and allow the bureaucrats to continue the appropriate policies without Congressional interference. |
