So can I have one of these sitting around the house waiting for the zombie invasion or does my glock 17 still have to be a short barreled rifle to have this part? I mean if I don't ever put it on the gun its not illegal right? he

If you have the stock along with an unregistered pistol you could be charged with intent to violate the NFA (constructive possession).  If you want to have the stock you should file the Form 1 (and wait until it comes back approved) to have your pistol registered as a SBR.
