Let's say I saw them and was positive about their ID.....in that case can one draw down on them as escaping felons and hold them for the LEOs?

You would be foolhardy to do so. Observe them from a distance, call police on cell phone without them knowing about it and do not hang up the phone until the cops have them spotted. If draw comes to shoot, you will hesitate. They will not.
