Was it the '94 AW ban or some other ban that limited Hi-Cap magazines (Pistol/Rifle) to LE?

no, it didn't limit hi-cap magazines to LE,
it banned normal cap magazines from law-abiding citizens (STUPID STUPID STUPID LAW!!)

I agree with that one... Hopefully the "AW" ban will sunset and we'll be able to have all our goodies again... Hi (*Normal*) Cap Mags, Flash supressors etc.

No, what it did do was ban the inclusion of hi-cap mags with the sale of a NIB firearm. One can buy ALL the hi-cap mags one wants (if one lives in a free state) & use them in any firearm they own. What the law did was drive up the prices on factory hi-caps to close to $100 each for some popular models like Glock & Sig.

OTOH, it did allow a start-up of many aftermarket mfgrs of mags like Triple K.
