Since the AWB law died a horrible death, is the street sweeper available to purchase and build new?

Uh...No.

The Street Sweeper was classified as an AOW if I remember correctly, meaning you need special
ATF permission to own one.

 Sadly, no.  Guns like the Streetsweeper and the USAS 12 are now classified as "destructive devices" by our friends at the ATFE.....
