fugly!

ETA: Looks aside, it should be very effective in reverse.

ETA 2: It appears the owner is a painter. He should have been able to do a better job than that.

That's not a scoop. That's a cowl. And if it's not hollow on the back, it's not even a cowl, it's just a hump.

That would be a hilarious prank to do to someone, color match it to boot...

My friend had that same nissan truck.  We had to get some dirt for my sister and as we were chucking it in the sizes of the bed where it meets the seam at the bottom broke.  We lost half the dirt going from point A to my sister's.

And you forgot to add....at about 80 mph, it flattens out and becomes aerodynamically advantagous..best of both worlds...

Continuing on with the theme, you should paint the car with a roller.

Some friends and I once attacked another friends CRX with foam board insulation panels.  We made a full body kit, wings, hood and brake scoops, etc. And then we kept him distracted until he had to leave for work, so he had to drive accross town with all that shit on.  Our tape and construction job was good enough that the car made it there and back and only lost one of the three wings!

I read a while back about a guy that had somewhat perfected a paint technique using a roller.  IIRC he thinned the paint out and did multiple coats and the end results were pretty decent.

How about some homemade truck nuts?  All you need are two tennis balls, some cheesecloth and a rubber band.

That is because Rustoleum takes much too long to flash out.  It will collect dust for hours and not be completely dry for days.  This is fail sauce for auto refinishing. (I use it on frames and inside fenderwells)

It's either someone who mistakenly thinks it looks cool or it's to make room for a huge ass engine someone shoe horned in there to make a sleeper out of it.

Actually, it could be very effective in forward as well.  Some scoops act as a true "Scoop" to help direct air into the air cleaner / throttle body.   Others help keep dirt and debris out of what is otherwise an open air intake without an air cleaner, so act a bit as a rock deflector.   Still others are arranged such that the high pressure zone at the base of the hood and windshield can act as forced induction (like you see on NASCAR cars).
