Yes, as soon as the perp is trying to get the officer's gun, the officer can shoot him.
But he should try to keep distance between himself and the bad guy if he thinks the bad guy may be armed.
I would have moved away from the bad guy and towards the door, to get the sales person out of the line of fire, and to get some distance. Then hollered for the bad guy to get his hands raised.
If he moves "furtively", commence fire.
