I bet he never registered it in Ca. as as "a.w." thinking his purchase before the date Jan. 1 2000 was sufficient.* Add
a folding stock (now its an SBR) and the guy unwittingly committed multiple felonies. Mount up the swat team and capture

If he bought it and registered it as a handgun, he would not have to register it as an "AW" unless it had a threaded barrel. Unless that gun was specifically listed as an AW in SB23.
