I think you misunderstand.
It was designed to be a scoped rifle that fired a powerful cartridge for precision use.
The Dragunov, however, is not as accurate as sniper rifles used by Western nations such as the United States and the UK.
The Soviet doctrine for snipers was different than the US idea of them. Snipers in the Soviet line of thinking were attatched to conventional units and were not as well trained as US snipers are. The Soviet idea was to field lots of Dragunov rifles in the hands of lots of reasonably trained troops. They didn't often venture out in sniper teams like US snipers do.
The Soviet concept behind the Dragunov is more what we would think of as a "designated marksman" than anything else. A person whose task is to support the actions of his/her unit with accurate fire.
