China & Russia could probably could careless about the refugees crossing the border if war breaks out. I think they are putting the military on the border to head off any rogue regime fanatics who try to cross or even worse to contain any nuclear weapons that might be smuggled out of the country when all hell breaks loose. Their last missile test failed, just in case, they don't have the capability to reach us right now, we have early warning systems, we have assets in the region, Japan is very well armed, Russia and China don't want to see this shit happen either.
