I want to get my brother in law a stripped lower as a gift.  He is in VA and I am in PA.  Would I be able to contact a gun shop in VA and pay for a lower and have him fill out the paperwork and pick it up or maybe order it online and have it shipped to VA and have him pick it up?

Either way would be fine. I've had many guns mailed to family members as gifts or to hold them for me, none of us are prohibited, so there is nothing shady about it. The FFL will be transferring to your BIL so you shouldn't have any issues.

Make sure you annunciate the gift with the VA FFL.  Most folks should work with you, but some are under the impression that if your brother doesn't pay for it, it can't be legal.

Thanks for the replies guys.  I stopped in at the shop in VA and paid for the receiver as a gift card thing and my BIL will stop in and get it Tuesday.
