We should be operating on the assumption that these dirty weapons are here within the CONUS right now.

If the American people were to remove their head out of the sand and at the same time, there was more honesty coming from the government (at all levels) - and people were not ridiculed for "preps" and a bomb or other large scale attack occurred (water supply, food distribution, Critical Infrastructure attacks) there would be less panic and chaos.

This would permit the government to spend resources on responding to the perpetrators instead of responding to a dumb down, panicked and chaotic public - with bank runs, food shortages, etc...

The National Guard stated back in 1999:

"A community that is informed and prepared is the best way of eliminating panic"

The Us Navy War College, in a paper called - Taking Down America (I have a copy) stated:

Human Decisions are one of the targets...if people are prepared for such events they are more likely to use common sense and good will to see the crisis through...We have met the enemy and he is us.
