Let's say you take $100 a month and put it into a savings account, earning 1% or less interest. Your annual interest is a little over $10, or just enough to trigger a 1099-INT from the bank. That $10 is reported as income and you have to pay 10-25% in income taxes on it. So, in the long run, you really earn 0.75%. Getting a small refund (1-2% of your AGI) isn't really that big of a deal.
Now, if you're living paycheck to paycheck, paying outrageous interest rates on credit cards or a buy-here, pay-here, we-rape-you-here car loan, and you're getting several thousands of dollar withheld over the course of the year that will end up refunded to you, or you know you're going to take advantage of large refundable credits, such as EITC or ACTC, and you're having anything withheld, than you're retarded as fuck.
