I took a bus to JFK Airport, and we had to go through the city. The police were causing all kinds of traffic by lining up like this..

Any idea as to what on earth they are doing!?

Foreign dignitary?

Perhaps.

The bus driver said they do it very often though... we weren't around the UN/any official government building (other than the library), as far as he knew.

Could be a number of things:

A mobilization drill (they hold them quite often)
A rally point for a special detail (parade, protest, etc)
A mobilization for a missing persons search, canvas secondary to a major crime,  etc...
A rally point for an impending dignitary detail...

The possibilities are endless....After all, this is NYC..

Looks like normal parking outside of most major police stations.  What street was this on?

I didn't see any police stations.

They were all gathering though... at one time.

Atleast 2 dozen passed us to get there.

My friend worked in the Grace building with a window office that overlooked the park. He had a telescope in  his office.
