Is tourmaline worth $85 per carat for "perfect" stones already cut,  of about 4 carat size?

The reason I ask is because an importer was in a silversmith's shop last weekend with boxes of stones he brought from Brazil, offering stones to the public at wholesale prices.  There were also other stones of all types.  I trust the silversmith, but my instincts about the importer set off the alarm bells; I want to find out if he was blowing smoke.
