Where the hell did that originate from? I remember it was in some cracked out person's diatribe, but I can't seem to find it on google. I just keep getting links to gun forums with people laughing about it. Was that some VPC bs or a reporter?

It was probably Feinstein talking about "assault weapons" when it was first passed back in 94.

It was some reporter complaining about the magazine ban allowing more bullets per magazine, more thrust per squeeze, and something about the demise of the AWB meaning snipers will be able to shoot people at 900 yards. It was complete gibberish.
