When does a non-custodial parent's failure to return a child from visitation go from a civil matter (failure to abide to the divorce agreement) to a parential kidnapping?

Is there a time frame, geographical element (leaving the city/county/state) or just intent?

In florida.. we dont get involved unless they commit a crime.. such as unlawfully hiding the childs whereabouts from the other parent, violation of a domestic injunction, or a judge orders the removal of a child from the parent

the majority of child custody issues are one parent isnt returning the child from a visit which we as law enforcement dont get involved.
