I always just say "half a glass".  Full or empty would be up to whomever I am speaking to to determine which it is.[dracula]

Computer engineering answer:  Already at half capacity?  It'll be obsolete within 6 months.

It depends on the context.

If the glass was full and someone drank (i.e. EMPTIED) half the contents, then the glass is half-empty (or half-emptied).

If the glass was being filled but got interrupted at the half-way mark, then it is half-full (or half-filled).

If half a chicken can lay half an egg in half a day, how long would it take a monkey with one wooden leg to kick all the seeds out of a dill pickle?
