Any of you guys/gals flown to Chicago under 218. I guess you leave your gun (unloaded) in a locked box in your luggage  declare it at the counter, hope some shitbag dosen't steal it and your good to go just bring your ID right? We got a legal brief a few days after the bill passed so I would assume most others LEAs would make an attempt to brief their folks. Anything else to worry about?

I wouldn't be too quick to assume that all the Agencies have been briefed. At our PD, the Admin flatly REFUSES to discuss the matter and continues to state that we aren't allowed to carry outside our City since Dept policy states that we can't. They even refuse to discuss it for Officers from outside our Dept carrying in our City.

I'd call Chicago (I think that's the Windy City?) and make sure they know about it and you won't get any crap for it. I'd also carry a copy of the law in your luggage, just to cover your butt. Probably won't make a difference but it might, especially if you get stopped, questioned, etc. by an open-minded individual.

Print out a copy of the statute and minimize it on the Xerox machine so you can keep it in you wallet or creds.  Oh and pack clean socks.

Illinois? You're fine. Even if 218 hadn't passed you'd be able to carry in Illinois. Any peace officer is allowed to ccw. Been that way for years here. As for traveling with your gun. You got it right - unloaded gun, in locked case, in LOCKED luggage. heck it in person w/ ticket agent and declare the unloaded firearm in the luggage. They should put a tag inside the luggage that will be visible only to the x-ray security people. You lock your bag back up and they send it on its way.

BTW, Are you traveling on duty? You could always get your Chief to provide a letter indicating you are on duty and the necessity for you to carry. They're pretty standard forms. If you do this though you need to contact your airline and make them aware you'll be doing so. When you get to ticketing agent at the airport, let the agent know you're a police officer and will be carrying your weapon on the plane. You'll need your ticket, badge, photo ID, letter. They'll get you squared away, usually have someone escort you through security and you will be the first one seated on the plane so the crew will know who you are, nobody else will see Mr. Colt sticking out from your belt when you reach up into the overhead storage and most importantly, if there are other armed LEO's on board, you'll see who each other are and know where you are all sitting. You'll also need to get the 2 hour "Law Enforcement Officers Flying Armed" training from an FAA qualified instructor.

          I'm 'on the beach' and admittedly out of date, but historically Illinois did not have statutory provision for police officers to carry off-duty outside of their jurisdictions.  It was done by tradition.  

          Supposedly various Illinois Attorneys General had refused to take on the question and issue an opinion.

SG688 is correct.  Prior to 218 Illinois had no provision for off duty out of state LEO's to carry in Illinois.  218 would now make it legal.  Now about Chicago.  The city is VERY anti-gun and that includes the police dept.  Ever heard of their C.A.G.E. unit.  If you were driving, I would say no problem, but I would be very hesitent about flying into O'Hare with a handgun in my luggage, LEO or not.  O'Hare is part of the city, and is policed by CPD.  The city also has a handgun ban, and if you are staying, and not just traveling through, that may also be a problem.  Also, do not look for CPD to be helpful in providing info on how you can bring a handgun into the city, because they do not like guns, and even though you may be an LEO, you are not one of them.  Good luck!

I don't know which CPD you're referring to. Anyone familiar with Chicago's Mayor (Richard Daley) knows he's way anti-gun. He's said in the past that the only people who should have guns is the police. Most if not all the CPD officers won't bat an eye if you are an out of state LEO carrying concealed. You mention the CAGE unit but don't seem to know what its purpose is, nor do you explain it. Now although I don't necessarily agree with the unit's tactics, I do respect their purpose. It's the Chicago Anti Gun Enforcement unit. Their purpose is to identify gun runners, straw purchasers etc, as well as those illegally possessing handguns in violation of Chicago ordinance. You might remember Chicago had some pretty high murder rates not too long ago. Lots of gang gun violence. Well people in Chicago kept getting their hands on handguns illegally. This unit basically tried to find illegally possessed handguns in the City of Chicago.  If you wanna know more, search the internet you'll find tons of stories.

Illinois law has LONG exempted "Peace Officers" from the blanket prohibition of carrying firearms or dangerous weapons applicable to the general public. Peace Officer is defined as full time police/deputy/feds, etc with arrest powers. Look it up at 720 ILCS 5/24-2.

218 has effected NO change in how we do business in IL regarding ANY peace officer carrying a weapon. Period. Say all ya want now. I'm done.

It's a personal trip but I'm sure this 218 should cover me RIGHT!!!!!!!!!!  I know Chicago is very antigun but my luggage won't get screened coming off the plane will it (that would be fucking stupid) so it shouldn't be an issue. Unless I bust caps while I'm up there in which case a bad day only got better, although still bad. Some of you aren't making me feel better about this.

Sorry Dep for the confusion. Peace officers of any jurisdiction can now, and always could, carry concealed while in public or in a vehicle in IL.

To answer your question, yes, 218 covers you, but it's like relying an umbrella when it ain't raining. Now if you're planning a side trip up north to WI, 218 will come in handy.

BTW When are you coming to Chicago? Looking for stuff to do? If I'm not training anyone, I can probably get you on a ride along.

That would be cool as shit. But the trip is fairly well planned out down to the last minute. Bears game, a few local sights, a play and back to Florida. A friend and I started this last year as a get away weekend and it continues but this time I'll have three women coming with me and not to be a sexist or anything but I NEVER go anywhere unarmed if I'm accopanied by a woman (mother, girlfriend, friend  or child dosen't matter) and generally NEVER go unarmed anywhere else. We are coming up the weekend including  OCT 15 to 19. If you want to give me your contact info in case something changes and I can take you up on your offer shoot me an email.

Sorry.  We were all trained in different times and different places.  This was what I was taught.  Nine lawyers on the Supreme Court can all read a law differently too.

I was actually taught that Illinois officers were not legally officers outside of their jurisdictions and could not carry under that statute.  Thankfully, most didn't read it that way.

FWIW, the compiled lists of state laws that I've seen always showed IL as not allowing out of state officers to carry.  

As a practical matter, we all carried.

Missouri - I'm close - also supposedly expressly forbid off-duty carry by out of state officers - but my friends from there carried when they were here, and we all carried in Missouri.

Thank goodness that 218 removes all doubt.

Todd;  Something else you might want to check on if you are going to the "new" Soldier Field for a Bear game, is security.  I have not been to a Bear game for years, so I'm not sure if you have to pass through a metal detector or get wanded apon going in.   Perhaps npd233 or others can shed some light on this.

Security was lax the last trip I couldn't believe how lax it was when our jurisdiction has a major sporting event we even put snipers on our roofs and have a massive uniformed presence. There was a complete lack of anything visible and /i was looking very hard I was shocked how laid back everything was. Very unlike DC whick seems like a fortress or an armed camp thanks for the tip.
