Are you sure that isn't the methane recapture project? There are two different ideas--one is to cover the lagoons and reclaim the methane (a la Bartertown). That project is well under way and they have been able to provide power for the entire farm and surrounding community.
Turning hog waste into oil is something entirely different. The problem I see there is, how much energy does it take to do it? If it is more energy than the resulting energy in the oil that is produced, then it is a losing game. I guess they could try to use hydro or some other non-portable source of electricilty to produce the oil.
See? We don't need governments making war on each other. The marketplace is magic--it has the power to turn shit into a valuable source of energy.
