Guardian candidate Emelia Belford reacts while being questioned on the witness stand, Monday, June 2, 2003, in a courtroom in Orlando, Fla. A judge ruled Monday that a mentally disabled woman who was raped and became pregnant in a group home is incapacitated, paving the way for a guardian to be appointed for her. The guardian could then determine if the woman continues with her pregnancy. Kirkwood said he would decide later whether Emelia Belford or Patti Jarrell would be named guardian. Both aircraft were seized by the Monroe County Sheriff's Office after they were hijacked by Cubans and diverted to Key West earlier this year. Under what authority does a high school suspend students for committing an act not on school grounds, for refusing to sign away their 1st amendment rights to free speech?

Kroagnon under the "Tinker" line of cases, the speech or expression must be political in nature to be protected under the first amendment umbrella.  Thus:

"Fuck you George Bush"--political speech, protected T-shirt

"Fuck you principal Skinner"--not political speech, discipline appropriate.

I'm not making up this rule or even agreeing with it, I'm just telling you what the rule is.

The problem is that this act didn't occur on school grounds and thus they have no authority over it and cannot impose a "gag order" over it.

I'm inclined to agree with you in principle.  However, what property the incident occurred on has little to do with the disciplinary measures the school can take in response to the incident.  By your reckoning, the kids who took part in the incident should not have been disciplined at all by the school because it wasn't on school property.  Therefore the school had no standing to suspend/expel them for any cause outside of school grounds because they only have jurisdiction over their own property.  Right?  Wrong.
View Quote

No, it's correct. The kids weren't on a field trip or any other event that would otherwise have them in the school's custody. What they do in their own time is their own business and if it's an illegal tresspass, it's under the police's jurisdiction (and ultimately their parents).

This "feel good" socialist state mentality is just something the principal did to get in the news. You'll note that he didn't try to suspend them for the hazing incident itself (because again, the school has no jurisdiction) so he created an artificial reason (and a laughable one at that - don't talk about the hazing incident or I'll suspend you?)
