Doesn't a ref hand the ball to the QB to start every series? technically the officials passed out soft balls.

The certified, authorized, licensed, permitted and registered ball boy probably throws it to the ref, who might throw it to another ref, and that ref places it at the line of scrimmage where the center or LS takes possession of it.

I have relatives that refereed for high school sports.  They both at times ran across coaches that would have footballs that weren't aired up enough.  After they encountered it once, they started carrying a pressure gauge to make sure they were in compliance.
