The PA's unannounced non-payment of July welfare benefits is puzzling as even the US has only threatened to cut aid, it hasn' done so yet and the EU has catagoriclly refused to cut aid. Aid from Arab states isn't in question so...what is Mr. Arafat doing with all the aid money?
