Are these the same thing?  If not, are they compatible in some way?  What's the difference?

PALS is the name of the webbing on the vest or other article. MOLLE is the name of the attachment on the pouches. The pouches use MOLLE to attach to the PALS webbing on your vest.

Thanks, when I got out the LBV was considered pretty high tech and most guys still used LBEs.  

Damned if times haven't changed.
