Clam down TIPS was killed last week.

You ever notice that when something is "killed", it just comes back again and again in different forms until they can pass something that they can add to later?

You mean like "Homeland Security? Or National Standardized drivers licenses? Or abolishing Posse Comitus?? Or FBI warrentless search's? Or holding Americans without charges or trial? NAH! Never happen. This is America!!
