Archived [ARCHIVED THREAD] - Oly lower marked CAR-AR, preban rifle?

Looking at a Olympic rifle with stop sign lower. Serial # is preban. But owner also says that is is stamped CAR-AR. Wondered if the CAR-AR stamp was a way to verify if it was shipped as a complete rifle.

Anybody here have any info on these? Thanks in advance.
