At the third Arctic Circle Assembly in Reykjavik, Iceland in 2015, Zhang Ming, China’s vice minister of foreign affairs, delivered a keynote speech titled “China in the Arctic: Practices and Policies.” The following year, Gao Feng, China’s chief negotiator for climate change, gaveanother speech about China’s view on Arctic cooperation at the fourth Arctic Circle Assembly. Furthermore, Xu Hong, head of the Department of Legal Affairs in China’s Ministry of Foreign Affairs, talked about China’s view on Arctic economic development at the sixth International Meeting of Representatives of Arctic Council Member States, Observer States, and Foreign Scientific Community, hosted by the Russian Federation between August 29 and September 2 of this year. I think the Alaska oil boom is going to soon be back and I wouldn't be surprised if they start mining for coal in Alaska to. I think Alaska would benefit big-time from a couple coal-burning plants.

The move hinges on an obscure section of a 1953 law, the Outer Continental Shelf Lands Act, that has never really been tested in courts.
Section 12(a) of the Outer Continental Shelf Lands Act says, “The President of the United States may, from time to time, withdraw from disposition any of the unleased lands of the outer Continental Shelf.” So that’s what Obama did. The striking thing about this law is that it doesn’t say a future president can undo a permanent withdrawal. As a brief from two environmental groups, the Natural Resources Defense Council and EarthJustice, explains, this strongly implies that only Congress can put these areas back into consideration for oil and gas leasing. Now, it’s unclear what happens next. This provision has never really been tested in court, as the environmental groups point out. Trump has vowed to open up new federal lands to oil and gas drilling as president, and the oil industry is already encouraging him to challenge this move by Obama. “There is no such thing as a permanent ban,” said Reid Porter of the American Petroleum Institute in a press release. So possibly Trump will try to overturn this ban and we’ll see what the courts have to say. Alternatively, the GOP-controlled Congress could try to rewrite the law and put these areas back into play for oil and gas drilling (though that would have to get by a Senate filibuster first).
