I bought a copy of Win 7/64 Home Premium from an online retailer, for a build I am working on. It is an OEM system builder version. I haven't broken the seal on the package yet.

On the front of the package, it says to use the pre-installation tools, and refers the user to their website. Can anyone tell me more about this? Are these tools necessary, or can one put the disk in the DVD/CD drive and get it to install?

The reference to "pre-installation tools" is for system builders.  You are an end user.  Go ahead and just install it.

And remember as an OEM license, it is married to the machine once you install it. It's a violation of the EULA to transfer it to a new motherboard.
