Of the Yemeni 15 million figure, it has been arrived at by simply counting the number of gun bearing age males and then assuming each one has 3 guns! In a poor war torn country. The Interior Ministry 15 million figure is simply the absolute upper bound what is economically feasible and “unlikely over” should more accurately be understoond as “no way even this much”. Most of those folks have only one AK and that's it. Even a kindergartner could make a more realistic estimate by simply assuming the gun per person is more in line with typical hunting societies, so 5-7 million tops. And that would put the SAS figure at +100% again.
