I thought that when a nuclear device was detonated an EMP would render all electronic devices useless with the blast area. Does EMP only occur when a device is air burst high in the atomsphere?

No, it is "electromechanical force". With modern atomic bombs, there is not electromagnetic pulse due to changing technologies. Instead, a big robot arm lunges out of the bomb casing, really really fast, and breaks all electronic devices within a few miles using it's robo-pincer claws... [BD]

Not only does the EMP require a very high altitude airburst, the range of the EMP is much greater than the other destructive effects. When the US dicovered the EMP effect by accident, it was felt over most of the South Pacific and parts of the West Coast.

later studies have indictated that a EM pulse from a nuclear detotation will not be as serious of a issue as originally theorized with modern equipment

Vacuume tubes hold up much better than IC`s to EMP.

agreed. I meant to convey that studies indicate that the general threat was not as big of an issue as originally thought, not that modern equipment has solved for the problem.
