The use of PGMs for artillery, eliminates some of the need for massed fires. Automated technical gunnery, GPS and chronographs have eliminated most of the need for large formation massed fires, today we can get the effect with a battery than the in WWII would have required a battalion of more of guns to achieve. With the increased accuracy of being able to place the round next to any precision located grid, the need for putting allot of rounds out to make up for inherent inaccuracy kind of goes away.
Massed fires may become only necessary for suppression, but I would think that M795 vice this round would be used for that since cost is much less. Ft Sill is also testing the LCCM (Low Cost Component Munition) trajectory correcting fuze. This will give a similar capacity to dumb munitions.
