First step would be to inform the faculty and staff about this problem. If the only place that you can get the information you need to complete your coursework is blocked by the college internet, then that's a problem. If this is a problem spawning from your own laziness (IE, you don't want to head to the library and open a book), I don't have too much sympathy for you. I understand the problem, though. At my work, they keep wanting us to block Google Images for them. Or at least the elementary and middle schools do. The high schools and the administration keep telling us to unblock them.
But seriously, make sure that the administration is aware of the problem. Their "nazi"-esque restrictions may have produced unintended side effects, like blocking your access to sites you need to access.
