Try the mouse on another computer. If it still doesn't work, suspect the mouse; if it works on another computer suspect some driver/config issue on your side.

by 'wheel' i assume you mean that rolling thing between the mouse buttons.

Man I was hoping I was going to get to tell him to clean his balls.  But no.  I can tell him to clean his wheel but that's no fun now is it.
Mice die all the time.  Lock at the logitech optical mice they are great and no mouse balls to ever clean again.
