How much would it cost to improve a 1/4 mile of logging road (good enough for 4 wheel drive vehicles as is) and run power the entire length. I live in rural VT if that helps

probably alot more then you would want to pay.

Down south it is stupid expensive and you can run a line with a trencher and conduit here without the rocks. Poles are even more I believe

About five years ago, in northern Indiana, it was $1,000 for 100 feet of primary wiring.  Overhead or underground, the price was the same.
