Ummm, no one is there...there isnt anyone left to commit crime.
As far as the city itself being safe....bullshit...the city is covered in toxic waste, and what isnt submerged in disease laden muck is on fire. That sound pretty unsafe to me.

Houston PD reports car burglaries around the Astrodome have gone through the roof.
