Not likely. The whole story is silly BS.
It makes no sense at all for the NSA to put spyware on computers that visit their web site… if they want people to visit the web site at all. Something that if true would be discovered inside a week.
This story is BS by some one looking for something and to stupid to know any difference one way or the other.

Yes, this story is really stupid. "Cookies" are demonized just like black rifles are.

Most likely the NSA put a new server on their site that was configured by default to use session cookies. Oops, they didn't change it. But this simple explanation won't work for those intent on making the NSA look like another gestapo wing of GWB's imperialist goverment.
